Texas Medicare Savings Programs: help paying the Part B premium

A Medicare Savings Program has Texas pay your Medicare Part B premium, which stops that amount being taken out of your Social Security check every month. There are three levels, QMB, SLMB and QI, and QMB also covers Medicare deductibles, coinsurance and copays. Texas Health and Human Services Commission decides these applications in Texas, not Medicare and not Social Security. Being approved for any of the three also gets you Extra Help with prescription costs automatically. Income and asset limits are set by Texas and change each year, so call and ask for the current figures before you decide you do not qualify. This site serves people 65 and older, but these programs also cover younger people on Medicare because of a disability.

Texas SNAP food assistance for people 60 and older

SNAP puts money on a card each month for groceries. Texas Health and Human Services Commission runs it in Texas. If anyone in the household is 60 or older or has a disability, there is no gross income cap in the usual way and you can deduct out-of-pocket medical costs above $35 a month, which raises the benefit and is the single most missed step on the form. Bring receipts for prescriptions, doctor visits, dentures, hearing aids, glasses and transport to appointments. A household of one that is over 60 can apply with a shorter form in most states, and interviews are usually done by phone.

Texas LIHEAP: help paying the heating and cooling bill

LIHEAP in Texas pays part of a heating or cooling bill straight to the utility company, and can pay an emergency crisis benefit when a shut-off notice has already arrived. Community Affairs Director runs the program in Texas and takes applications through local community action agencies. Call before you apply and ask two things: the date applications open this year, and whether a crisis or emergency benefit is open right now, because that one is usually decided within 48 hours. Funds are limited and stop when the money runs out, so applying in the first weeks matters more than anything else you can do.

When you can apply: Most states open applications in late autumn and stop when the money runs out. Cooling help in hot states usually opens in late spring. Call your state agency for this year's exact opening date.

Texas winter shut-off protection and medical certification

Texas restricts when a utility can disconnect heat in cold weather, and Public Utility Commission of Texas sets those rules. Separately, and this matters all year, a doctor or nurse practitioner can certify that losing service would endanger someone in the home, which protects oxygen concentrators, CPAP machines, home dialysis, powered wheelchairs and refrigerated insulin. Be clear about what this does: it delays a shut-off and usually requires a payment plan. It does not cancel the debt. Call the utility first and ask for a shut-off hold, medical certification, a payment plan and budget billing, and their hardship fund, then apply for LIHEAP the same week.

When you can apply: Cold-weather protection generally runs through the winter months, and the exact dates are set by your state commission. Ask the commission or your utility for this year's dates.

Texas Medicaid home care waivers, including paying a family caregiver

STAR+PLUS Home and Community Based Services (HCBS) / Consumer Directed Services (CDS) in Texas pay for care at home rather than in a nursing home: personal care aides, adult day programs, respite for the family, home changes like grab bars and ramps, and meals. Texas Health and Human Services Commission decides these cases. Many states also run a self-directed option, where the person receiving care chooses their own aide and a family member other than a spouse can be hired and paid. Waiting lists are common, so ask to be screened and put on the list the same day you call, even if you are not sure you qualify yet.

Texas Age 65 or Older Homestead Exemption for older homeowners

Texas offers property tax relief to older homeowners through some combination of a homestead exemption, a senior freeze that locks the assessed value, a circuit breaker credit tied to income, and a deferral that postpones the bill until the home is sold. Texas Comptroller of Public Accounts sets the rules, but almost all of these are filed with your county assessor or treasurer, not with the state. Deadlines are once a year and missing one usually costs you the whole year, so call the county assessor and ask which relief you qualify for and when the form is due. A deferral is a loan against the house, not a discount, so ask what interest is charged before you sign. Texas has no state property tax; property tax is locally assessed, but state law requires an additional homestead exemption for homeowners age 65 or older along with a school tax ceiling. Applications are filed with the local county appraisal district.
