What this program is, in plain English

SNAP, once called food stamps, puts money on a card each month that you use like a debit card at the grocery store. If anyone in your household is 60 or older or has a disability, there are two rules in your favor. First, there is no gross income cap, only a net income test, so people are turned down far less often than they expect. Second, and this is the one almost everyone misses, you can deduct out-of-pocket medical costs above $35 a month. That includes prescriptions, doctor visits, dentures, hearing aids, eyeglasses, medical transportation, and even some over-the-counter items your doctor recommends. Every dollar of allowed medical cost above $35 lowers your counted income and raises your monthly benefit.

Monthly grocery benefit. Many older adults who apply without the medical deduction receive the minimum, and the same household with medical costs documented receives several times more.

Who qualifies

• Income limit: Not yet verified — call to confirm
• Most states have removed the asset test through broad-based categorical eligibility. Where an asset test still applies, the limit is higher for households with a member 60 or older.
• Households with a member aged 60+ or with a disability are exempt from the gross income test and may claim the excess medical expense deduction.

How to apply

This program is run by State human services agency, funded and regulated by the USDA Food and Nutrition Service. Most decisions take 30 days, or 7 days if you qualify for expedited service.
