LIHEAP in New York pays part of a heating or cooling bill straight to the utility company, and can pay an emergency crisis benefit when a shut-off notice has already arrived. Division of Employment and Transitional Supports runs the program in New York and takes applications through local community action agencies. Call before you apply and ask two things: the date applications open this year, and whether a crisis or emergency benefit is open right now, because that one is usually decided within 48 hours. Funds are limited and stop when the money runs out, so applying in the first weeks matters more than anything else you can do.

Separately, and this matters all year, a doctor or nurse practitioner can certify that losing service would endanger someone in the home, which protects oxygen concentrators, CPAP machines, home dialysis, powered wheelchairs and refrigerated insulin. Be clear about what this does: it delays a shut-off and usually requires a payment plan. It does not cancel the debt. Call the utility first and ask for a shut-off hold, medical certification, a payment plan and budget billing, and their hardship fund, then apply for LIHEAP the same week.

New York offers property tax relief to older homeowners through some combination of a homestead exemption, a senior freeze that locks the assessed value, a circuit breaker credit tied to income, and a deferral that postpones the bill until the home is sold. New York State Department of Taxation and Finance sets the rules, but almost all of these are filed with your county assessor or treasurer, not with the state. Deadlines are once a year and missing one usually costs you the whole year, so call the county assessor and ask which relief you qualify for and when the form is due. A deferral is a loan against the house, not a discount, so ask what interest is charged before you sign.
